The State Administration of Traditional Chinese Medicine and the National Health Commission recently jointly issued the ''Notice on Effectively Strengthening the Work of Traditional Chinese Medicine in the Construction of Medical Consortiums, ''proposing to promote Chinese medicine hospitals to take the lead in the formation of various forms of medical consortia. In the process of medical consortia construction, TCM hospitals must not be canceled or merged in disguise, their functional positioning must not be changed, and the construction of TCM hospitals must not be weakened in fact for various reasons.

Traditional Chinese medicine medical and health institutions are an important choice for the masses to see a doctor. According to the "Statistical Bulletin on the Development of my country's Health and Health Services in 2018", in 2018, the total number of visits by Chinese medical and health institutions nationwide reached 1.07 billion, an increase of 5.2 percent over the previous year. Among them, Chinese medical hospitals had 0.63 billion visits.

The notice proposed that efforts should be made to promote county-level Chinese medicine hospitals to take the lead in the formation of a close medical and health community in the county. We will promote the co-promotion of service capacity, the co-construction of talent echelon, the co-management of health services and the sharing of high-quality resources within the "medical community", so as to enhance the overall service capacity of traditional Chinese medicine at the county level. Patients covered by member units of the county "medical community" are free to choose medical treatment. The State Administration of Traditional Chinese Medicine has increased its support for the construction of a county-level "medical community" led by Chinese medicine hospitals.

In view of the current improper practices in a few areas, the circular particularly emphasizes that counties with a small population, weak capacity of county-level traditional Chinese medicine hospitals, and really need to be formed into a "medical community" should be filed with the provincial department in charge of traditional Chinese medicine. Only one "medical community" county has been set up, and the legal personality of traditional Chinese medicine hospitals will remain unchanged to ensure that the nature, name and functional orientation of traditional Chinese medicine hospitals will remain unchanged, and the staffing and total number of beds will not be reduced.

The notice also proposes to encourage the establishment of urban medical consortia led by tertiary public Chinese medicine hospitals or Chinese medicine hospitals representing the level of Chinese medicine in their jurisdictions, and several other medical institutions, community health service institutions, nursing homes, and rehabilitation institutions as members. Urban three-level public Chinese medicine hospitals can take advantage of technology, talents, brands and other advantages to give priority to the establishment of medical consortia with county-level Chinese medicine hospitals in the region through joint construction, trusteeship and other forms to improve the medical service capacity and level of county-level Chinese medicine hospitals.

In addition, the notice proposes to strengthen the construction of Chinese medicine Junior College alliances, and encourages qualified Chinese medicine hospitals to set up regional Chinese medicine preparation centers to promote the application of Chinese medicine preparation research and development, commissioned preparation and promotion of regional medical institutions.
