The National Medical Insurance Administration stated that the next step will be to appropriately increase the annual level of medical assistance and continue to increase the intensity of direct assistance, especially to make up for the shortcomings of outpatient care.

The latest statistics from the National Medical Insurance Administration show that by 2018, medical assistance will benefit 0.12 billion people in need, including the subsistence allowances, the extremely poor, and the poor in rural areas. In 2018, the number of inpatient and outpatient assistance reached 53.61 million, and the pressure on the insured payment and the burden of personal expenses within the policy scope were significantly reduced.

Chen Jinfu, deputy director of the National Medical Security Administration, said that the next step will be to improve relevant supporting policies and management measures. This includes improving the triple security mechanism, namely, basic medical insurance, critical illness insurance, and medical assistance, giving full play to the role of triple security in reducing the burden, enhancing the underpinning function of medical assistance, and ensuring that basic medical care for people in need achieves dynamic full coverage. On the other hand, in view of the people in need, especially the heavy burden of minor and common diseases in rural primary medical security, we should make up for the short board of outpatient security, start with the outpatient medication of hypertension and diabetes, and improve the payment policy of medical insurance.

For some seriously ill patients in the medical insurance reimbursement, some items or drugs are not included in the scope of medical insurance, resulting in a heavy burden of medical treatment. Chen Jinfu responded that he would continue to expand the scope of medical reimbursement. For some innovative drugs with high value and exclusive patents, they may be included in insurance through negotiation. At the same time, we will increase the tilt towards the needy, so that their personal burden will be further reduced. Chen Jinfu said: "This includes continuing to implement the reimbursement of the people who set up files and set up cards, and the minimum payment line is reduced by half compared with the general public. If our threshold for deductible is 1000 yuan, they are 500 yuan, and the needy will be reimbursed 5 more points. The most critical point is to cancel the cap line of serious illness insurance during the period of poverty alleviation for the people who have established files and registered cards. Improve the level of medical assistance as a whole, especially increase the level of direct assistance to people in need."
