At that time, the supply of electricity, coal, oil and other raw materials of state-owned enterprises depended on administrative plans, and the price of cement sales depended on administrative instructions; while township enterprises had greater autonomy in purchasing raw materials and selling cement products, which was closer to market reality. The capital investment of state-owned enterprises to expand production should be examined and approved at various levels, and the decision-making and implementation mechanism of township enterprises should be more flexible. The horizontal alliance proposed by Du Zihong is that Jinhua Cement Plant will produce technology and management, and villages and towns will unearth land and raise funds to rebuild a sub-enterprise that can make full use of preferential policies and flexible mechanisms for township enterprises in addition to the matrix of state-owned enterprises. In this way, in only three years, without asking the state for a penny of investment, du Zihong increased the cement production capacity by 300000 tons and increased the fixed assets by more than 1000 million yuan, which is equivalent to rebuilding three Jinhua cement plants. and various economic indicators have been among the best among cement enterprises in the province for many years in a row.

In line with the development trend of collectivization, in May 1987, Jianfeng Cement Group, with Jinhua Cement Plant as the core and "Jianfeng Brand Cement" as the leader, was established with 14 operating units.

In order to straighten out the property rights relationship, the peak cement group implemented the joint-stock reform, and established Zhejiang peak cement group co., ltd in 1988.

After the establishment of the modern enterprise system, the company changed its name to Zhejiang Jianfeng Group Co., Ltd. and was listed on the Shanghai Stock Exchange in July 1993. This is the first listed company in China's cement industry and the second listed company in Zhejiang Province.

Du Zihong was born in 1939 in an intellectual family in Shanghai. His father was an editor of the Commercial Press, and his mother worked as an English translator in a foreign firm. When he was in junior high school, his father went to Jinhua to work, and he also came to Jinhua to study. Because of the turmoil of the times, when he was admitted to the university and reported for duty, his father became a "rightist" and his university dream came to an abrupt end. The next year, my mother died.
