Non-profit medical institutions shall not circumvent centralized procurement

The Ministry of Health recently notified the requirements to further strengthen the centralized procurement management of medical devices. All non-profit medical institutions organized by governments at all levels, industries and state-owned enterprises shall participate in the centralized procurement of medical devices, and no medical institution shall evade centralized procurement.
The notice emphasized that the centralized procurement of medical devices is based on the principle of localized management, led by the government, divided into the central, provincial and municipal levels, and organized and implemented at the provincial level. The Ministry of Health is responsible for the centralized procurement of medical devices for government projects, which is organized by the Ministry of Health. The allocation of Class A large-scale medical equipment is approved by the Ministry of Health, and its centralized procurement is organized by the Ministry of Health. There are few medical institutions for the clinical application of high-value medical consumables such as cardiac pacemakers and cardiac intervention. The purchase prices vary greatly from place to place, and the problem of high prices is more prominent. The Ministry of Health is responsible for the organization.

For other medical equipment and consumables, the provincial health administrative department shall, in accordance with the actual situation, study and formulate the centralized procurement catalogue at the provincial and prefecture level in the region. Centralized procurement should also be implemented for those that are not included in the centralized procurement catalog but have a large amount of single-batch procurement. The specific procurement limit standard shall be determined by the provincial health administrative department. Large medical equipment must obtain a configuration license before it can be included in the centralized procurement plan. The notice requires that a system of avoidance and supervision and evaluation of bid evaluation experts be implemented, and experts who have an interest in the procurement project shall not participate in the evaluation work.
